Arkham Asylum

... was introduced in 1974, basically as somewhere for The Joker to live. Wikipedia lists over 50 characters "who have been patients at Arkham Asylum", including Mr. Freeze, The Riddler and Poison Ivy. These are the only ones I've actually heard of!
